Staff Responsibilities
To provide safe and effective patient care during an emergency, staff roles are well defined in advance, and staff are oriented in their assigned responsibilities. Staff roles and responsibilities may be documented in the Plan using a variety of formats (for example, job action sheets, checklists, flow charts). Due to the dynamic nature of emergencies, effective training prepares staff to adjust to changes in patient volume or acuity, work procedures or conditions, and response partners within and outside the hospital.

(EP2)(EP3)(EP4) MPMC will manage all emergency incidents, exercises and preplanned (recurring/special) events in accordance with the HICS organizational structures, doctrine, and procedures, as defined in NIMS. Senior staff, as available, are assigned responsibilities using the Incident Command System (ICS). They assure that key tasks are staffed. Most staff performs their usual tasks as they are trained for, however in the differing context of the emergency. The Incident Command Staff receive one-on-one training and drills about their roles. Other staff, who will be asked to perform alternate tasks are trained for them, or receive just-in-time briefing at the time of the activity. (See HICS Org Chart)

(EP5)(EP6) MPMC recognizes its responsibility to provide meals, rest periods, psychological, and other personnel support to our staff. In addition, MPMC recognizes that providing support, such as communication services and dependent care, to employees' families during emergency situations allows employees to respond in support of their assigned essential functions.

The HICS Logistics Support Branch Director. The Logistics Section - Support Branch Director - will organize and manage the services required to maintain the hospital's supplies, facilities, transportation, and labor pool. The SBD will help ensure that provisions for logistical, psychological, and medical support of hospital staff and their dependents are available. These provisions may include, but are not limited to:

Emergency child care 
Emergency transportation
Staff/family lodging and meals 
Psychological and bereavement counseling
Staff/family prophylaxis or immunization
 
(EP7)  Staff are trained for their assigned roles during an emergency.  Staff must demonstrate their ability through training and exercise drills.  The objectives for any exercise must be challenging yet achievable and should support MPMC's overall mission and preparedness plan.  Whether there is a single objective or several, they should be based on the following: 
 
1.  MPMC's current state of emergency preparedness.

2.  Gaps, weaknesses, or areas of concern possibly identified affecting MPMC's performance.

3.  Level of staff knowledge and understanding of emergency preparedness roles and responsibilities. 

4.  Applicability to emerging problems. 
 
(EP9)  The Emergency Operations Plan describes how the hospital will identify licensed independent practitioners, staff, and authorized volunteers during emergencies. (See also EM.02.02.13, EP 3; EM.02.02.15, EP 3)  Note: This identification could include identification cards, wrist bands, vests, hats, or badges. 

Approved identification will be issued to all non-system volunteers.
